FISP / Local Law 11
FISP — the Facade Inspection & Safety Program, formerly Local Law 11 of 1998 — is NYC's cyclical inspection program for exterior walls of buildings greater than six stories. Inspections occur by or under the supervision of a Qualified Exterior Wall Inspector, who files the report with the Department of Buildings during the applicable five-year cycle.

Which buildings are exempt from FISP?
FISP covers buildings greater than six stories. Ask a qualified professional to confirm the building's height, covered exterior walls, and filing obligations; ownership structure alone does not determine coverage.
When does the current FISP cycle run?
Cycle 10 runs from February 21, 2025 through February 21, 2030. Within that, each building is assigned to sub-cycle 10A, 10B, or 10C based on the last digit of its block number, with two-year filing windows for each sub-cycle.
What happens if we miss the filing window?
DOB lists separate late-filing penalties of $1,000 per month and failure-to-file penalties of $5,000 per year, in addition to applicable Unsafe and repair penalties. Review the current DOB schedule and the building's violations with your QEWI; penalty assessment and any waivers depend on the circumstances.
Can the managing agent file FISP on the board's behalf?
The report must be filed by a DOB-approved QEWI. Eligibility includes New York State PE or RA registration and at least seven years of relevant experience with facades of buildings greater than six stories. A managing agent can coordinate records, access, and payments, but does not replace the QEWI's professional role.
