Frequently asked questions
How do I find my building's FISP sub-cycle?
Pull the block number from the deed or DOB BIS, then check the last digit. For Cycle 10 (2025–2030): block numbers ending in 4, 5, 6, or 9 are Sub-Cycle A (filing window 2025–2027); 0, 7, or 8 are Sub-Cycle B (2026–2028); 1, 2, or 3 are Sub-Cycle C (2027–2029). Confirm on the DOB NOW property page for your building.
What does a SWARMP classification really mean?
SWARMP means the façade is safe at inspection but identified conditions require repair. Meet the completion date in the report, which can precede the next filing deadline. Uncorrected repeat SWARMP conditions must be classified Unsafe in the next cycle.
What do I do if our building is classified Unsafe?
Install a sidewalk shed or equivalent public protection immediately (the QEWI typically coordinates this), engage a façade restoration contractor to begin repair, and track the Amended Report through completion so the building can return to Safe or SWARMP status. Civil penalties accrue while the Unsafe classification persists, so speed matters.
How should boards budget for FISP repairs across multiple cycles?
Use documented inspection findings and professional repair estimates to develop a building-specific reserve plan with your QEWI, reserve professional, and financial advisers. Avoid assuming one percentage applies to every building.
Who can serve as the building's QEWI?
A DOB-approved New York State–licensed Professional Engineer or Registered Architect with at least seven years of relevant experience with façades over six stories, under 1 RCNY §101-07. Confirm current DOB approval before engagement. Inspections may be performed by or under the QEWI’s direct supervision; the QEWI is responsible for the technical report.
What are the penalties for missing a FISP filing?
DOB lists $5,000 per year for failure to file and an additional $1,000 per month for late filing. Unsafe-condition penalties follow the schedule in 1 RCNY §103-04; approved extensions and the building’s circumstances matter. Check the current DOB fees and penalties page before budgeting.
